Working to make the forum accept HTML

Any outside thoughts as to how to get it to work since I've been tinkering with it awhile and is still only accepts bbc code. The point is to attempt to be able to resize larger images without needing photoshop also on you with html access you can sepcify an image border without a photo editor.
